When paying fees online, what's the difference between

Right of Permanent Residence Fee - Paying from inside of Canada
and
Right of Permanent Residence Fee - Paying from outside of Canada? Does it matter which one?

I understand that, I just didn't know if there was a difference in fees, or why it would matter if it was all online.
