Fees during docs submission

Hello

Wondering if all PR applicants paid these fees when they submitted their application? For some reason, when i submitted docs, they didnt ask for it and so far i had two ghost updates and medical passed, biometric taken. but did not ask for fees to be paid yet? have this occurred to any1 else? is this a glitch? do i need to inform cic? as per my observation, almost every applicant on this forum paid this amount when they submitted their docs..

my AOR is 11 April 2019 btw. thanks
