Hello seaheart,

You don't need to pay anything when you create an express entry profile. You will pay the fees once you submit your PR application to IRCC or provincial government for their provincial nomination program(PNP).

In the case of PNP, you will first pay the corresponding program's application fee and get nominated. Upon nomination, you will get 600 points which make you eligible to be invited in the following draw. When you accept your invitation (ITA), you will have to submit your documents with required application fee.
