FEE PAYMENT REFUND after NER from CIO

Following CIO rules if you application was not in process or you get negative eligibity review you fee payment must be refunded!
Anybody know how much time this prosedure take? I already waiting more than 6 months after NER but don have any information from CIO.
Maybe anybody got same expirience -please share with me~! :-

I had received fee payment refund after two months from the day that our application was refused.

I applied in July 2011, NER was received in September and refund was on my account in Novemer. No actions were required for refund. They did it as a part of their manual.

I think CIC say give up to 3 months for a refund. If your application fails at any point before you go "In Process" at the visa office then you are entitled to a full refund of the processing fees.
Since you have waited 6 months since NER, the best thing to do is to send an online query to CIO - they have have issued a refund cheque which has gone adrift in the post.

I have already applied second time. How you think if CIO did not refund my money from first application may they use it for my present application?
