FEDEX - Faisalabad, what's wrong??

One of my friends went to submit her application for study permit at FEDEX- faisalabad. yesterday, she was being told to fill the "updated check list," which is the new requirement of embassy. On inquiry, he said that only we have that new list. Today, she went again to submit, he said that he can't accept her application without IMM5257 Schedule 1 application because this is "new requirement". It is kind of surprising because the above mentioned application is filled only if she was in military services or have any criminal record, which she doesn't have at all!

Does anybody else have the similar experience???

FEdex fsd is CRAP,they always have issues,when i WAS applying mhy visa in june,I went there around 3 times and fourth time they said there system is down,so after that I applied through Visatronix(tcs) near Toyota motors.
One more thing we have to fill schedule 1.

No,it is mentioned in CHC ISL website that every applicant to ISLAMABAD should submit it while for others it depends on its conditions whether they need to fill it or not.

i applied last year. We were not required.
Secondly, cic website haven't mentioned anything. they says 'if applicable' (in case of any 'yes' on the selected columns in main application for study permit)
