You have to fulfill all the requirements of the category. You can find them at www.cic.gc.ca

To qualify to apply for permanent residency under the federal skilled worker program, you need 67 or more points and at least one year continuous work experience. You also need to qualify for some category.

Category 3 is for people who have been in Canada for 12 or more months working or studying so yes, if you have 67 points and 1 year skilled work experience, you can apply after one year of study in Canada.

It will stay on the NOC forever, but it is not an eligible occupation for emigration under FSW1

PPM,
I have a question regarding FSW3 category students. For example, a Ph.D. students who is completing one year there-- can he apply immediately after one year of his landing there, given he does not have any previous study/degree from canada, and he does not have any work experience in canada? But he still qualifies for 67 points with his prior experience in public service in home country, which is of course not one those 38 occupational categories identified in the Ministerial Instructions under FSW1 Category.

Second ques is: Can his RA-ship in Ph.D considered as FULL-TIME Work Experience? in which case one year in canada can serve dual purposes, right?-- studentship as well as work experience.

and Finally, how quickly on average do you know the process can be completed once he applies?

Please suggest.

Thank you very much for your continued help.

I think even though the person doesnt match one of the 38 categories, he should be able to apply in FSW being an international student staying one year in canada with one year of prior continued work experience in anywhere in the world and of course scoring 67+.

PPM and other expert friends, what do you think? Please see my queries above.

Hi,
I am not an expert but i was thinking about the same question.

If u study for a year it will work out about $17k including tution and living expense which is a lot of money unless u find a cheaper college.

But u can apply after one year of study

I hope someone would give u a better answer
