So it looks like what's happening is:

All applications received after Mid July are being processed as they arrive in one stream, and in another they are processing all the transferred files from Buffalo before they begin processing the files received before Mid July.

It seems very unfair that people who applied later are getting their PR earlier, but I suppose there's nothing we can do. I've been waiting 12 months now, but I know other have been waiting much longer. I just wish I'd applied under the Canadian Experience Program instead of Quebec Skilled Worker, then I would have missed out the 18 months CSQ period and I'd be eligible for Citizenship this summer instead of still waiting on my PR.

I have been trying to make sense of it too but there really is no rhyme or reason!! my AOR was at August and haven't heard a word from them in months. my application is not being processed either! harvie also has the timeline as mine and he hasn't heard anything either!! I am honestly begin to believe that there really is no pattern!!! maybe they're only picking applications randomly!!
 
@ Mendi, congrats pal this is a good news and i think in less than 2 months u will get your RPRF, i have question for you . did you applied from outside or inside Canada?

@Beakster and Jasmin, we are all in the same boat, yes it it makes one disappointed but we never know what , when and where the good for us. so keep you hope and soon we will hear good news

I wouldn't worry about that. Mine has been at Application Received for 1 year now. But when Ottawa have emailed me they told me that the status is in process:

Your application is in process in Ottawa. No further action is required by you at this time.

We thank you for your patience and for keeping your correspondence to a minimum.

The standard processing time for your immigration category is 15 months.

I do not know why my application has been processed so quickly. however, i check my application status everyday, once i get any problems i e-mail to Ottawa.

Yes , i am in Canada.
I am working in Montreal where besides Ottawa, i guess they gave a priority to ppl who is near the office.

I think once you get your file number that means your application is in process. sometimes they just forget change your status to "in process" like mine. so they change my status after receiving my medical results which means my application almost finish. right now my status is " decision made"

I don't know why it is so fast. In my head, I thought around 8/2013. It is really big big surprised to me.
I and my spouse have been working since the first day in Montreal.
My spouse is Civil Engineer. I am is Software Developer. We have 2 years old kid.
Like someone said, there is no pattern. We don't know how CIC gived priority or they select randomly.....

It is really frustrated to keep waiting and waiting.... But I believe everyone will get there one day soon.

My status in Ecas now is DECISION MADE.

I understand your frustration, but sending an email to CIC wouldn't help, we can compare or timelines in this forum with other people who is sharing them, but all the timelines that you see, i don't think is even 0.5% of all timelines, we don't really know how many march-may applicants got their PR. Not all QSW applicants are in this forum.

So far we know that the ones who got their PR:

one is from july
two from august
two from september


I don't think that sending an email to cic based on the results of 5 applicants is helpful. Each case is very different and I am glad to se that other timelines are moving.
