For the 'in process' debate i think harvie explained best, here is what he said:
I think they are working in three or more groups ..
one is for latest applicants where CIO is primary office. CIO make all the processing and then send to CPP-O for final review i.e. PPR.. for this group IN PROCESS take less time but ppr take more time (after IN PROCESS 8 weeks to 20 weeks)
second one is like mine CPP-O is primary office. it takes time to go in process but less for PPR(2 weeks to 8 weeks)
third one is for fsw backlog from 2010 to 2011.

Seeing our cases i agree with him
 
Why they are not updating processing times on their website. It has been more than three months.
 
Hello everybody today we landed at lacolle-st. -bernard border. The whole process took about 20 min. The border is about 80 km from our home(Laval). Because of bad weather it took 80 min to reach the border .There was no rush at the border. the American immigration officer at the booth took our passports and checked. we told him that we come for landing.after 2 min. he gave us a letter which we have to give to canadian immigration. he told us to make u-turn and could go to canadian immigration. We were surprised that this time we haven't need to go inside the American immigration. everything was done at the booth. so went to canadian immigration . At the canadian booth the lady was very net .she checked our passport . she asked how long we live in canada and thats it. she gave a yellow paper for custom and told us to go to canadian immigration. we parked our car and went inside the building. there was nobody before us as we reached the counter the CBSA officse welcomed us with smile . we gave our passports,CSQ and copr but he took only passport and copr . then I had to write our Address on a piece of paper for PR cards.THe officer asked if we convicted for any crime .we had to write no on the copr and signed it .he told us to wait couple of min. after 10 min he called us and congratulated for becoming officially PR . He said as we are living here for long time (4 years). we know everything about SIN , MEDICAL CARD etc etc. after that we went to custom counter which was very close to immigration counter.There was no nothing to declare . it was just a formality. so that the whole process was over in 20 min.

I don't get it. When you check the French forum "PVTist" some 2013 PR applicants (Jan-March) have been getting PPR...Do they have a special treatment?

considering the situation this explanation seems very convincing. by now harvie should have earned an honorary degree in immigration ;)
 
I contaced cpp-ottawa for status update, here what they answered:

Dear Sir,

Thank you for your message concerning your application for permanent residence.

Your file is in Ottawa for processing.

Medical results:
We have received your medical results.

Case status:
Thank you for acknowledging payment of your Right of Permanent Residence Fee (RPRF). The fees have been allocated to your application.
An officer will be in contact with you in due course. In the meantime, we would ask for your patience and for you not to send follow-up requests for status to our office.
