It is important that you use a NOC that best fits the duties described in your letter(s) from your employer(s), so choose the one that you think best fits your role.

If you take a look at the spreadsheet of current applications from members of the forum, it looks like applications for these NOCs are about the same anyway, so one might speculate that their caps would fill up at about the same time, though there are no guarantees.
