When we apply for Federal skilled worker program , the transcripts needed by the government is for masters or for bachelors ?

I have option to apply under federal skilled worker as well as Quebec nomination program , but to apply under Quebec french is required equivalent to B2 level which is upper intermediate , which i think is quite difficult?

Please guide me which would be the best option , is it possible to apply under skilled worker and if my application is not picked up until the cap of 300 is reached , can i switch to apply for Quebec ?

Please do guide me and give your valuable suggestions and answers to my queries

See me also in same confusion, I think Quebec is good to apply as compare to Federal skilled workers category, Federal is not opening till Jan 2015 and the new EOI is introducing from 2015, as i already did ECA for 2014 to apply but there is no hope to start in this year, So I am thinking to apply for Quebec.

As per my opinion don't wait for Federal no one can say that you get pass the EOI, higher the points is better the chances to clear the EOI.

Thanks for your suggestion , but as far as i know on the official website of immigration for canada it is mentioned that Federal will reopen in may 2014 , from where did you get info that it is not going to open till jan 2015 ? and do we need ECA for Quebec also ?

For Quebec you dont need to go for ECA.

The link you have provided does not state that there is going to be an FSWP 2014. It just specifies the tenure of validity for FSWP 2013. Read the following backgrounder. If there was going to be an FSWP 2014 then the implementation date of EOI system would have probably specified as April 2015.

Anyway, to your questions:
-They require your highest qualification but it is recommended to send both degrees if applicant has Masters degree.

-Regarding switching from FSWP to QSW... thats is not possible. If your app doesnt make it to FSWP 300 cap then you need to wait for your package and then send to QSW. CIO will not forward your package to Quebec.

-At the moment Quebec is an option but do remember that you need atleast an A1 level certificate (DELF or TCF) to accompany the application. Otherwise they will return your application.

Thanks a lot for your reply , it is definitively informative , can you provide me the official link where it is mentioned that at the time of application for Quebec it is required to have A1 level of certificate in french .

The A1 level certificate statement is based on experience of older members in QSW related threads. Under the new criteria if you have sufficient points without French language your application will be accepted for processing but inclusion of atleast an A1 certificate will prevent your file from ending up in low priority que.

A very important aspect however is to submit the original certificate by CIEP rather than an attestation letter from your local Alliance Francais. The application of a friend of mine was recently returned because of this mistake. She cleared DELF A1 in November 2013. In haste, she submitted a reference letter from Alliance Francais quoting her preliminary DELF A1 result, rather than waiting for the original DELF certificate to arrive from CIEP.
