You are encouraged to submit them - but if you are unable to obtain your PCC, you may submit them later (after you receive your AOR) OR when you are requested by the VOs to do so

I am a Doctor from Sindh Medical College, Karachi. and have completed my Master in Health Sciences from Shaffield University , UK. in 2007.
I have been working for the last 5 - 6 years as a Hospital Administrator at a Private Hospital at Karachi Now willing to apply for Canadian Immigration.
My question is: After completion of My education from an English Spoken Country, do I still need to go for IELTS ???
Please advise me !
If I am currently preparing for IELTS again and all of my application is ready EXCEPT IELTS... Shall i go for submission???
