Have you done the biometrics before.?
As per my knowledge ircc was not asking for biometric during the period of November/ December 2019

I haven't done it yet. I paid for it, waiting for the instruction letter.
And yes, I know exactly the same.
I may need some time to figure out what is going on.

Heads up Guys, this morning I got the second medical request for my wife and kids, but I have submitted medical for all four of us proactively 3 months ago ,my consultant told that she is going to submit case specific web form. So they started working on FST backlogs.

Another update on my file , IRCC asked me to submit RCMP criminal report this morning. The letter read " to finalize your application" . So those who already in Canada, apply for RCMP criminal record ahead to save some time.
