hai my brother is applying for fswtc group A.What is the meaning of it ,The caps apply whether or not people have a qualifying offer of employment or a certificate of qualification from a provincial or territorial apprenticeship authority.what i mean is job offer or certificate of qualification not require for group A which has cap.Please kindly give your suggestions.

You have misunderstood this statement. If you don't have a job offer or certificate of qualification you can't apply.

In my understanding, they won't accept more than 100 applications, that is the cap for category A( doesn't matter if you have a job offer or certificate of qualification ).
