Federal Immigration Quota

Hello,
I heard that the federal level program starts from 4th May, 2013 and the quota is 55,000-56,000.
My questions is:
When is the quota going to be filled?
How long will it take to fill the quota?

The quota is 5,000 overall and 300 for each NOC.

No one knows how soon it will be filled.

You think wrong. It's 5,000 overall as quoted below from the CIC web site.

Note: As of May 4, 2013, CIC is re-opening the Federal Skilled Worker Program (FSWP) to 24 eligible occupations, in addition to applicants with a qualifying job offer or those applying under the PhD stream. As of this same date, all applications are subject to the new FSWP selection criteria.

We will accept 5,000 applications in total from May 4, 2013 to April 30, 2014, in the eligible occupations stream.

Quota is for the year 2013 , that starts from Jan 01 , 2013 and till Dec 31,2013

New 5000 applicants will be adjusted in 2013 and in 2014 visa quota

Thank you for the information.
I have already taken IELTS with overall score of 7.5
I think I do not have enough time to apply for federal.
So, can I apply for Quebec.
