You can submit the H&C application one year after the refusal from the IRB. Not counting the one year from Federal Court refusal.
You better speak to a lawyer to see what is the better or possible way for you to remain in Canada.
How long does HC takes?

If you are able to remain in Canada for a year after your refusal, then you can apply under H&C.

Is money also one of the factors since she has dependents in canada? What if I have proof to show that I can take care of mysef… I am just asking though

Money is not the issue. Under guidelines, the only way for your sister to sponsor you is if she has no family of her own in Canada. It is called the “Lonely Canadian“ rule.
