Make sure you don't work till you get PR cz it won't be good if Buffalo finds out. I am also under implied status and there's nothing wrong with that. Be patient friend you'll receive PR even if your status is implicit. :)

Basically, you need to provide proof of graduation to apply for PGWP. Such proof are to be official and can be Transcript and a letter of the registrar stating you will graduate on so and so date upon completion of internship. It can also be the degree/diploma itself if you hold it. You are required to mail your application before your SP expires as Canada Post stamp will stand as proof that you submitted it on time.
Let say your SP expires on Aug 30, 2011, you have till Aug 30 by law to mail the application. On Aug 31 you still have the ability to submit your application but along with a request of Restoration of status. You'll have like a grace period of 90 days during which you can only stay in Canada and will have to pay an extra $300 for the restoration. Past those 90 days, you'll be considered illegal.

So, my best advice is prepare the application, make copies of your PPT and gather the money to pay the fees for PGWP. Also prepare for what you need from your school and make sure you are aware of vacation of registrar officers. Have the documentation, form filled, copies made and fees paid about 1 week prior to end of school. Now wait

Wait and given that you aren't PR holder by then, submit your application with a cover letter explaining you just finish internship which is part of your program requirements and add
-a letter from your internship supervisor+Chair of department/instructor+Chair of department/Chair of department+registrar officer/registrar officer/whoever can confirm you now meet the requirement for graduation
-final transcript or copy of diploma/degree

Plan to mail it all at least one day prior to expiry of your SP. So on Aug 29, go to the post office and use Xpress post to send it... it costs $14 around. If you have an emergency on the 29th, you'll still have the 30th to mail. My advice is go to a main post office outlet before 11am(the cutting hour).

Note: you may of course apply online and if you rather then get yourself registered and get started at most during the first week of August. You can start doing the application online and not submit it. Save it and wait to have everything prior submitting. Going there prior will help you getting familiar with the system and raise questions for what you don't get.

What I mean with question 2 is, according to the requirements, in order to be qualified to apply for Post Graduate Permit I have to have valid study permit, and as you know my study permit will finish by 31August. But now my understanding from ur explanation, as long as I submit the application before 31st, I will be still considered have a valid study permit, therefore at that point I am still qualified to apply for the PGWP, even if the next 2 days I won't have any thing valid any more....... and after 31t, the grey period is what they called status is implicit rite?

I am correct with this one?

I got an email from buffalo sayin' that even if you have a csq with priority on it code 130 , the federal process still the same :'(

the letter a got along with my CSQ said that I will get priority for federal as well, but I already know it's not true.

Seems like immigration Quebec and immigration Canada live in two different dimensions.
 
by the way i called the quebec immigration and they said that the federal has right to do all they want and it's a seprate process from quebec and then i said that it's a false advertisment to mention that on the CSQ i think it's a political sheet >:( and we are right in the middle of it damn
