Biometrics and Medical Request Letter are just first step in PR process.

Once you submit those documents, IRCC will start your Eligibility Verification process.
They will verify all the documents you submitted.

IRCC can ask for Additional Documents anytime before final decision.

I am not sure whats going on ...
But possibly it looks like a glitch.
Eligibility never gets completed this early.

How are you so sure?
there are lots of people who got AOR around the same date and some even received P1
