Jurisprudence states clearly that an officer must write detailed reasons of his/her Refusal in the notes, otherwise when it comes to appeal ircc will be not in a position to defend this Refusal and the court will decide that is was not reasonable to refuse, or there wasn't followed a proper procedural fairness. They write these notes to be covered in further procedures. There could be a trick though, they might update the notes after issuing the Refusal, so at the moment there might not be any information. Either way, it is good for you to order them now, and after Refusal (if there will be one), you could compare.
