Who told you that files got transferred?
I said it because every stats I saw here there was only Sydney vo inside
Very rare or quasi no-one was from Ottawa

I had applied for PR (EE - FSW) in February 2021. My husband is a PR holder. I am planning to apply for visiting visa. My concern is if my visiting visa gets rejected will it have any adverse effect on any visa that I apply to other countries in future?

i believe once is fine. If it gets rejected 3 times, that becomes a problem. Usually 5 eyes countries share the immigration data, so these rejections mostly matter for these 5.
Some already have their eligibility as passed. I'm Feb 2021 aor and my eligibility is passed.
People between Feb2020 and Nov2020 are now getting their PPR, it will be a while until they start processing PPR for Feb2021. Plus I don't think there are any outlands except PNP for June 2021
