I'm december applicant and sent my package in November.
In November they updated forms too, but we used previous versions. I've got my AOR :)

P.S. all info in my signature. If you use smartphone go to my profile to see.
I sent my application in January, but I had used older forms (November 2018). I received my AOR. theres no way to gauge what will make them send apps back for outdated forms

They can return. but for that really old forms have to be used.
I don't remember exacltly, but I saw somewhere on their site that they give some kind of "grace period"(6 month?)

Ok, so, let me reply to you one by one.

Sent my package on Feb 4, received on the 8th. Checklist I used is dated 06-2018, Generic Application form (IMM0008) is dated 11-2018
You're good here. You used the latest IMM0008 available at that moment. You did use the older version of the checklist at the moment when you applied, because the newest was December 2018 that time, but the change was very minor and it should not cause any issues.

I remember checking the cic websyt if they updated the form sometime on January and there was no change on the dates but unfortunately I am not sure if I checked the forms individually or just the list of forms reflected on the website.
The last time I checked the forms was the middle of February, and that time there was no updates, meaning the checklist was Dec 2018, and all other forms were Nov 2018. So the changes we're seeing now are very new.

Ok, but now we're coming to the most important part. Right now I can see 3 changes. They are: IMM0008, IMM5532 (Sponsorship evaluation) and IMM5533 (checklist). The changes of IMM5532 are very minor. I didn't check what are the changes for IMM0008 because the form is pretty long and has a lot of questions, and I don't want to go line by line. BUT! There's a very major update for the checklist

The older version of the checklist (Dec 2018 and Jun 2018) had the same information as the guides in terms of where to submit an application. So, if you go to the basic guide here

Great post @alaria. Yes, the guide still states CPC Sydney, but it looks like they're directing new applicants to Mississauga from the updated FEB 2019 Document checklist...

I'm assuming that they've made the change over to allow Sydney to catch up with their backlog, but have failed to update the guide. I believe they had a period of time when they last switched over in which if the application was sent to the incorrect office they'd forward it to the right one.

The "Sydney address" is also mentioned here: http://www.cic.gc.ca/english/information/applications/spouse.asp



And since this is a big yellow warning, I assume they consider it to be very important. So both guides AND this warning refer us to Sydney whereas the checklist says Mississauga.
I also don't understand why would they change the addresses so often, because it confuses people a lot. It's a major change and I thought they really do it quite rarely.

Nothing is going to happen for those who applied before the changes. Who applied after the changes and used the old forms, there will be some period when they will be accepted.
After that (2-3 months) we don't really know if IRCC will still accept the older versions or return applications.
