yes for sure you can get it stamped in your home country. I am april applicant and i am going to India in december, even though my file is still at application received status. I have confirmed it canada commission office in India. they told me that when you get the PPR email from ottawa, request them to transfer your stamping procedure to your local visa office. Its not a big problem. just go step by step and you will be fine.
