yes for sure you can get it stamped in your home country. I am april applicant and i am going to India in december, even though my file is still at application received status. I have confirmed it canada commission office in India. they told me that when you get the PPR email from ottawa, request them to transfer your stamping procedure to your local visa office. Its not a big problem. just go step by step and you will be fine.

One of my friend is April applicant and he got PPR last Saturday.

Medical in June

Is your friend inland applicant or outland? Did he apply via PNP? I guess he is very lucky compared to the fact that I personally know a December applicant who is yet to receive PPR. Of course, each case is different.

This affirms my faith that CIC and logic are poles apart. Not at all fair to Feb and March applicants who have been waiting since 3 months.
