I would say after 2 months from the date you received AOR.

There is no such thing as 'best' time to apply for GCMS notes. The thing about the notes is, that by the time
you get them, they're about 20 days old already.
I would apply to confirm receipt of documents on CICs side, or in case you expect complications with your application.
Other than that, there's no need to apply for notes.

I agree there no such time to apply for GCMS. but incase if you want to know if there is something done on your application or not. I would say earliest would be 2 months as I have read comments of couple of people who said that their eligibility said "passed" after 1 month of receiving AOR.

Yes, because CIC does the eligibility check on some applications at CIO. Other applications don't show any progress
in the first couple of months. I got my last set of notes, to verify the receipt of rprf payment and passport update, a couple
of weeks ago and it didn't show any progress at all - and now we're receiving MRs already.
So unless you have to verify the receipt of documents or expect complications, I don't see why someone would request the notes :)
But hey, that's just my opinion. :)

If CIC keeps its same pace then we should getting our MR by mid of june hopefully
