ETA before posting - it's not a TRV. It's very permanent . At first glance, the format may look very similar but the visa type field is essential and proves he's an immigrant . And, they place it in the passport so the immigrant has a visa that grants you authorization to travel to Canada on commercial means of travel (visa-exempt folks don't need it because airlines, etc will allow them to board without a visa; also, the change in procedures means the border immigration office just needs to use the CoPR, not visa)
