Yes, it is frustrating. I think it's all about what officer your package gets to....Some of them are more efficient and faster than others but that's just my thought.
 
But does getting a quick AOR always mean that it will be processed as quick, probably not. Just means that the app is not being returned, which is a big relief, though!

I was just going to say exactly the same, but yeah, relieved that I've crossed the first bridge.

I personally think it is less likely that the time taken to receive AORs will just depend on the discretion and efficiency of the individual officers. It may probably relate to the number of applications received in a certain period for each visa office. There could be individual officers for each region and depending on the number of applications they get, the time to receive AORs could vary. Just a guess!
