if u r going to submit e-apr on nov 2. write a LOE stating that u hav applied for fbi pcc and it might take time seeing the current pattern of fbi.
CIC will give you 60days extension from the date they will ask for ADR. so u will have enough time.

So at what stage they give you 60 days after medical passed if you tell in LOE?

i think when they ask for adr.
They asked me for adr on the same day of passing the medical.

I

I have submitted application on 4th Oct and waiting for medical and how to get 60 days.
My FBI application was delivered on 17th July

If u have given an explanation in LOE and provided the receipts of the courier u sent to fbi. They will automatically give you time. U dont need to ask. They will give u time when they ask for ADR. till now i think they havnt asked u for that. 60 days start when they ask for additional documents.. so dont worry. Just wait for the fbi pcc.

thanks for the response. I am submitting e-APR (my docs) on Nov.2. have also written to the CIC through the help link on the CIC website asking them the same question - no response on that as yet.
as i understand from your post, I can submit all my docs on Nov. 2 with a LOE for FBI PCC, right? and then CIC will respond with an extension?

Exactly. U will be fine.

Guys, in general how much time it takes to receive your PCC by mail to Toronto after CC gets charged?

There is no international time calculator in USPS website.

I had my FBI PCC sent to a Canadian address in Toronto, and it took me 2.5 weeks to receive it in the mail, after my credit card was charged.

I just received my FBI PPC but the police certificate for my home country will expire on October 18, 2017.

If I submit my e-APR before October 18, 2017, would my home country's PPC will be accepted? Or should I renew the PPC for my home country before submitting my e-APR?

The general consensus on this forum seems to be that that all expiration dates (except the medical) freeze upon submission of the eAPR (i.e. if you submit before they expire, they won't be counted as expired when the expiration date hits). However, if you're still uncertain, you can request the new PCC, submit the eAPR anyway if you don't get the new PCC in time, and then upload the new PCC once you get it, via CSE. That way you don't decline your ITA and still get your application in on time, but have a contingency plan just in case the forum's 'general consensus' is, in fact, inaccurate.
