I would suggest to wait until the last day, August 30 and submit it then, coz this way you are showing that you waited till the end and still didnt receive the results. What if FBI will decide to open all letters in one day, we just can't know that for sure. On August 30 submit with an LOE. I read here on forum that people had no problems and received a 2 month extension.
I submit my application with a LOE, the form I sent to the fbi and a proof of delivery. I'm still waiting for the fbi letter but I have a friend that did the same and it worked, cic requested him the letter and give him 60 days to submit it.
Is submitting a copy of the form you sent to FBI must to get an extension? I have confirmed delivery receipts and DHL order form, but don't have xerox of the forms I submitted. Anybody who got extension - can you comment?
I guess is not mandatory to submit the form, I did it just in case. With your proof of delivery and a letter explaining it will be ok.
I got my application cancelled as incomplete before because I didn't knew that I have to submit and Fbi letter and cic told me that they were cancelling my application because I didn't submit the letter or a LOE, it means that they are expecting us to use the LOE in those cases
Any updates anyone? As I see from the Immitracker they started charging 09.06.2017delivered envelopes

After waiting for 10+ weeks for my FBI report, I received a dreded "payment info missing " notice from them today. I had sent a Money Order but it seems that did not work out. I only have 9 days to submit my info to FBI.. strongly thinking of decining ITA ( I have a CRS of 434 )
That's sad... Do they accept email? Can you just write them the bank card number? If that is not an option - order an express delivery service. Accept the ITA and write an LOE that you have sent it. They will give you a 2 month extension. Its a general practice. Good luck!

My application got delivered on June 15th. If I were not to get police report before August 31th. I have copy of Fedex tracking, courier receipt and copy of fingerprint receipt. Is this enough proof? Also I submit this along with letter of explanation on the Police report field or in the LOE field? Thank you for your help guys.

No need to decline ITA. Submit PR application with LOE and proof that you applied for PCC but have not receive as yet. All the best.
