I stayed in USA for few years and now working in India. I am not a US citizen/PR. Can i apply for eDO even when not residing in USA? I am working in India.

I think you can. Where you are now doesn't matter I guess since it is online. Make sure you get the fingerprints perfect

Apologies if slightly off-topic but must I have the fingerprints taken by some professional agency (which I am having trouble finding) or can I simply do it myself.

I would recommend go for a professional services available at most of the police head quarters and local police stations too.
It should be accurate and very clear.

You can also search for places that do liveScan but you will need to check with them if they give you a printout of fingerprint card that you can then mail to FBI.

We are planning on going through the EDO system as it seems the fastest but are worried that it will take longer then the 30 day deadline that the visa office have given us. What is the general wait time for most of you guys between mailing in your fingerprints and getting results?

Also, once they process and send us our results does the visa office expect us to give them the hardcopy of the clearance which would require the FBI to mail them to us or will a printout of the email be enough?

From the moment they receive the prints, should take no more than a few days. Mine was processed in the same day. Literally received the report 10 minutes after the EDO status showed in progress.
However, the bottleneck maybe in the fingerprints themselves. Make sure the fingerprints are clear, as that's what may make you lose time if they get rejected. FBI advises to send at least 3 versions of prints.
Once you receive the pdf report via email, you will also automatically receive a hardcopy by courier. Just provide that pdf, it's enough. They will be able to verify it with the reference number on the document.

Yes it's normal and quite common.
Write it exactly is in passport, meaning FNU in the last name box.
Even for Express Entry, you will write FNU in the last name box.
In general, FNU should be entered the field where the name is missing, whether it's first name or last name, even though FNU stands for First Name Unknown.

I'm a little confused with the eDO thing. If I submitt my request electronically does it mean that I don't need to mail the fingerprints ? I can just scan them or email them ? Or I still need to send them by mail.

Application will remain pending until they receive them.
