I did mail to FBI to request for my husband's police certificate by certified mail.
But almost three weeks elapsed, I have not received any receipt from FBI.

1. I confused if FBI will mail any kind of receipt to me or just mail the police certificate finally?

2. Since I will send out my sponsorship application in this month, I have to mail the police cerificate later. Can I just attached the fingerprint card with the whole package and a explaintion letter stating the police certificate will be mailed out later ?

1) If all goes well, they will just mail you the police certificate at the end. It can take 6-10 weeks. If they have issues (like the fingerprints are bad), they will send you a notice saying so.
2) For outland, I recommended to wait for it before sending it out. A complete application with everything in it is your best chance for a quickly processed application. However, others have sent it in later with minimal delay so I guess it is up to you. Personally, I'd wait. You are already 3 weeks into it. It may come at the end of the month. If you choose to send it later, you'll have to wait until at least Sponsor Approval so that the application sent to Ottawa and you know what the application file number is. You must have the file number when you mail it in, otherwise CIC will not know how to associate the certificate with your application (they probably can by looking up your name and such but it is a hassle for them so they just send it back to you).

By the way, the OTTAWA usually take how many months (15 months on cic.gov) to process a case if interview waived?
 
For a good complete application with no interview and all fees paied up front, seems like most are done around 8-10 months. Though this is variable. As you can see in the timeline for my wife in the left, she got hers done in 7 months. But seems like Ottawa slowed a bit so recent times seem to be 8-10 months
 
Just to add to keesio's detailed answers...

The FBI (typically) does not process your payment until they do the PCC, which is why you have not yet received a receipt.

If you choose to send in your application now, you don't need to attach a fingerprint card. Just include a letter explaining that the PCC will be sent when it arrives.
You should also include a copy of the delivery receipt that you have (I assume you have one, since you sent it certified mail).

As keesio indicated, sending a complete application (especially for Outland applicants) is always recommended. If you can't, or don't want to wait, including your letter and mailing receipt should be ok, but it's never guaranteed.
 
Hello

I feel silly for asking this but but my husband filed an inland app for sponsorship and just last week we got first stage approval(yay!) So now I need to send in my medicals and police certificate. My question is I'm not entirely sure what to put as my home address? My address in Canada or my address that I had in the US? I was placing my husband's Canadian address as the address to mail the report to but I don't want to look weird or something as I am currently in Canada but technically I'm still a resident of the US as I only have visitor status here(which is why I was going to put my US address as my home address as that is the one that would show up in a background check)? I'm sure I'm overthinking this but if someone could help I'd appreciate it! :-\
 
For Inland, I would assume that they are expecting a Canadian address since you are supposed to be living with your sponsor in Canada.

Anyway, even having a Canadian mailing address for outland applications are fine (many people have done this without issue) so I would imagine inland is even more acceptable :)
 
I agree...It's perfectly fine to have a Canadian `mailing address', while you are `visiting' ;) your husband in Canada.
The FBI PCC will be mailed to whatever address you specify. You then mail it to CIC...from whatever address you choose.

For your medical, you might consider finding a CIC panel physician that uses the e-medical system, which sends the results electronically to CIC.

I was able to find a Dr. quickly but since they all seem to be backed up I have to wait a few weeks before my appt. but I'm just glad that's on its way to being done.

yes do this, that way it gets sent directly to CIC

Aslo, no need to wait for FBI to send your fingerprint check, send your application in and wait for FBI later.
