I did it at the police headquarters opposite Northeastern University. Sadly, it was rejected by the FBI. My suggestion is to take additional fingerprint cards from the FBI office near Govt Center and call the vendors approved by FBI to take your fingerprints. They are more expensive and hopefully more reliable. Otherwise, try different police stations (I think the Harvard public safety has this service but not sure if they do it for everyone else) and asked if they offered this service. I had my second fingerprints taken in Singapore. I am praying that this goes through because I have 30 days turnaround for MR, PCC and RFPR. Good luck!

My fingerprint was taken in the police station in Nepal and the guy told me that he was trained in the US. I do not know how they take fingerprint in the US but here they use special ink which is first rubbed onto the glass slab and then my finger was rolled on the glass slab and then fingerprint was taken.

Fortunately the average time lately is 90 days, for applications sent around late December-early January.

Applying via the Express Entry program, but the FBI PCC won't reach in time. I asked CIC if I could submit my Express Entry application without the FBI PCC and got a response stating that I could submit an application with a letter of explanation and a receipt from the FBI. I sent my PCC application back in March but have not received any sort of receipt or confirmation yet from the FBI. Is the first form of correspondence from the FBI the credit card charge? Is there anyway to have the FBI send me something stating that they have received my application?

Unfortunately, there isn't any such way. FBI will only send you the PCC or the rejection letter, at the end of the processing.

I would suggest just explain this in your cover letter and send the application. By the time CIC will process your application, you will have the PCC hopefully.

I have heard that you can send copy of your documents shipment (the bill from the currier) as prove of application.
