They are crystal clear in the guidelines when they state their requirements for background checks. FBI is sufficient for those who lived in USA. If they decide to start requiring state PCC from all applicants...man, I dont want to even think about. I traveled to U.S after submission of FSW application from india and planning to stay for longer period.My family is also expected to join with me in U.S by next month.
Once i Submit FBI PCC this month end. I expect PPR would come around May/June (from NDVO) .
Is it possible to get the stamping done in U.S itself ? What should be done for this.

So yes once you get PPR, request that the visa be printed in the US. This may delay be process by a month, but that's not too bad. (Also, I am not sure if you need to inform the VO that you have moved to the US. Please look into this.)
