It does not say so. It just says "Police certificates are typically valid for one year from the date they are issued.". For the country of residence, it is valid only for 6 months. You need a new one for sure. I mean my assumption is based on the understanding that FBI would(should?) not charge for sending 02 copies writing 'application rejected - fingerprints not legible'. I may be wrong though. Any one in or has been the same boat?

PROCESSED - 14 FEB 2017
DELIVERED (USA) - 22 FEB 2017
DELIVERED (INDIA) - 27 FEB 2017 [Shipped by family member]
So overall it took 87 days [12 weeks 3 days] to recv it (@US).
Had to call ((304) 625-5590) and email (Identity@ic.fbi.gov) FBI twice.
The lady on the phone was also surprised that it'd been a long time since the CC was charged. She said she'd raise a request to the processing team about this, took down my Indian phone number and said I'd recv a call back. I din't recv no callbacks but the job was done in a few days.
P.S. They ask for your Given and Last Names and DOB.
P.P.S. They are quick with email replies too [generally within 24 hours].
