I think CIC is also to blame in this situation. The FBI gives priority to requests through channelers, which are completed within days. If a company can be approved to submit requests for information to the FBI, then I suppose the Canadian government could also strike a deal with the feds to request and receive information on candidates from them. After all, doesn't CIC have a similar arrangement with New Zealand? On the contrary, in the final step of US green card, they have a requirement of background check by FBI...Its initiated by USCIS and typically is finished in a week!!!

And NCIS is part of the FBI! So that begs the question: why the hell would Canada still require US FBI check, if they can already access a database? Unless NCIS is not comprehensive (not including information pertaining to non-US residents), or that they are bound by contract not to conduct searches for immigration (rather than visit/business) purposes.Canadian border officers have access to the NCIC which is a national database kept of all criminal convictions in the United States. Upon presentation of a passport or enhanced drivers license, the database can be accessed, this is how the Canadian border officers know about arrests, charges and convictions for offences in the United States.

This is the pertinent question. Website says 13-15 weeks processing but anecdotal evidence (as posted above) suggest close to 15-16 weeks. Hence CIC's second extension (60 more days) may not wok out in many cases. And that's with the expectation that FBI doesn't reject the fingerprints submitted.
