FBI PCC return postage fee

Hi friends, I have a question. I see that FBI is charging only $18 for the background check (US PCC), so are they going to take money from that $18 to send me my report back (postage cost)? or did I miss something? thanks.

Correct. However, keep in mind those 6 months do not have to be continuous dates. If you stayed in a country for 4 months, then left and visited another 2 months later (or any time combo that would put you in that country for 6 months), you need a PCC.

Thanks Yes, I had stayed total 4 months 3 months and then 1 month.
One more question - In the Indian PCC form they have a field named 'permanent address in India'. Can this address be different than Passport? I had got my passport in Delhi in 2009 where I was staying with my brother and his family and the address in Passport is that address, now neither he or his family nor I live there any more (all settled outside India), so I am going to provide my permanent address as my ancestral village home where my parents live. Can this confuse Visa officers? or will they understand or do I need to explain to them? thanks.
