FBI PCC -Received blank paper

Hi,
I applied for FBI PCC in September, credit card charged on Jan 11 and today received the mail. When I opened it, it contained a FBI watermarked paper with nothing written on it.
What should I do?
I really mad and sad.

Not yet. I was thinking about sending an email. Will they respond to calls?

Let's hope that it was just a print error, and that they did not lose your check results/fingerprints.
