FBI PCC issue, what is best time to submit application?

i got an ITA in last draw of december 2017. My FBI PCC request has been submitted in same week. I already accepted my invitation and i have all documents available except FBI PCC. I have 40 days left to submit my application. Current processing time for FBI PCC is 14-16 weeks which means i can get it around mid of April. Should i submit my application without FBI PCC now along with FBI PCC request form and Letter of explanation or i should wait until last day of deadline to submit my application?

The consensus here is that you should wait towards the end of the 90 day period to submit the application without the PCC and an explanation letter. However, I have seen few cases in the forum recently who submitted their applications after few days after the ITA without the PCC and they had no issues (so far). I would personally recommend to wait and submit the application few days before the deadline to show to the IRCC officer that you have done your best effort (including the waiting) to obtain the PCC before the deadline but this was not possible and you require an extension to submit the PCC. Otherwise, in my opinion, no one would need to wait for the PCC and all applicants can just submit his/her application without waiting for the PCC and send it later. Good Luck!

wait till the last wk of submission deadline. it will give you enough time in getting fbi pcc and cover up with the extension time.
if u submit now, u might get one extension and u might not get ur fbi pcc in that time and then worry for another extension. so its better to wait till the last days of submission deadline. i did the same.
