FBI PCC and USPS issues - advice needed

Has anyone submitted/uploaded all documents to CIC, with an explanation for not having FBI PCC or delay in getting FBI PCC?

FBI processed and mailed PCC on August 28th through First-class mail but unfortunately USPS lost the mail as it's been 3 weeks and I haven't received yet. I am in touch with FBI who say they can't do anything since they have already mailed. USPS say they can't track without tracking number, which FBI never provided. To provide a report that mail is lost, USPS will do an investigation which takes 6-8 weeks and only then they will provide written report. However, over phone USPS feels that mail is probably lost but they can't confirm until thorough investigation.

I am confused how to go about explaining this to CIC without any official documentation from FBI or USPS.

I have heard sometimes CIC goes with your explanation and allows to upload docs later. I have also heard where CIC rejected ITA applicants for missing PCC document with no questions asked. Has anyone handled this successfully, if so, how?

Feel frustrated.

CIC may accept letter of explanation in Exceptional circumstances, seems like yours is one. If you have any documentation saying USPS lost your stuff from FBI then include that also in the letter of explanation.

I changed my address when my FBI processing was in progress, even though I faxed a change in address letter to FBI, they sent the PCC to my old address. Being a federal document, USPS cannot forward it to my new address.

I called the helpdesk and they issued me another one to be sent to my new address.

Thanks for your advice. Did you call the FBI-CJIS helpdesk to issue a copy? Within how many days did you receive the new copy? I am planning to do that. After this episode, I am scared of USPS mail service, as 60-day timeline is running out for me.

Apparently, FBI won't issue any documentation saying USPS lost it unless USPS provides such written document to FBI-CJIS. And, USPS confirmed that only after thorough investigation, which takes 6-8 weeks, will USPS confirm that mail has been lost.

I spoke with local USPS folks who say that 3 weeks delay in case of First-Class Mail within the US is very unlikely but alas no one wants to provide any written document saying so.

Yes I called the CJIS department to send a duplicate copy (304-625-5590)

they sent it within 2 days and I received it in 4-5 days.
