They're talking about return self-addressed envelopes.

Just mail your application w/ fingerprints and payment info to
FBI CJIS Division – Summary Request
1000 Custer Hollow Road
Clarksburg, WV 26306

Keep in mind there's a 3-4 month wait currently.

Just don't include an extra, self-addressed, return envelope in your parcel The FBI will return all results, both foreign and domestic, by First-Class Mail via the U.S. Postal Service.
