L 1 identity solution is approved by FBI?
when did u get ur FBI ? and did u submit with immigration canada?

Get a fingerprinting technician who knows how to do it. That is very important. FBI is very picky and your application will get rejected if they do not like it. I used L1 identity solutions. They have official (I mean, original) fingerprinting form (FD-258). Not recommended to do it on a regular paper. L1 offers free retake if your application is rejected. Good luck.

Can I submit my PR application to cic at sydney without Police certificate?
As I am approved by Sinp in Oct 2012 and waiting for PCC if I can that would be great. But Do I have to include a letter stating that I already started PCC procedure?
