FBI clearance taking too long, beyond 3 months

Guys, I am in a predicament. So this application is for my fiance who submitted for the FBI certificate end of August. Packet reached Sep 5th. The deadline to submit ITA is Jan 3rd. When he called FBI today they told him, he won't get the certificate until next year, might go until March 2018. Now should I wait until end of deadline to submit the application with Letter of Explanation or submit now with an LOE?
If he does submit the application with LOE, will the application get rejected? Will CIC understand? I am very worried? Are there people here who got the PPR without submitting the FBI certification and then submitting later when they received it?

Should we reject his current ITA and then wait for the next ITA? Is this advisable?

The application won't get rejected with a LOE showing proof of sending your finger prints to the FBI ( courier receipt, tracking information and mentioning the current processing times) I did that an got a document request to submit the FBI form with a deadline in December. Of course like your fiance, I won't have the PCC by December with those processing rates and winter vacation approaching, so towards the end of the deadline I will send another LOE for a second extension. It's a pain frankly but with good proofs of sincerity, they won't reject.

Well it is up to you of course but it depends on your current score and if you can comfortably reject and guarantee to be picked up again because it's high enough. I'm in the waiting zone also after LOE and it's not fun.. So it's waiting and patience in both cases in my opinion.

Hmm yes. Well I think I am jut going to wait and send in the application just close to deadline. Thanks for your help!
