Hi, can somebody help and give instructions on how to get an FBI clearance if the person is living in the Philippines.

Hi if he or she is in the Philippines they can just request that there and it is called NBI You can request through online too

Sure, here are some youtube video links that will help you understand what you need to fill in the form and how to capture your prints so that they don't get rejected. My wife's prints were rejected twice so make sure you get it right before you mail them.
