Hiprashant,
timeline is as follows. I mailed them on Dec 24. they said they received on Jan 6, though it was priority mail and must have been delivered to them quite earlier than that. they charged my credit card Feb 26, they mailed letter on march 8, and i got today March 12. so it took two months and couple days after they received to dispatch the letter. i hope this will give idea to you.

thanks for advice. just one confusion it says on top of the envelope that "official business. penalty for private use $300". what is that. so can i open now?

Hello
You can open it.

Penalty for "Private use" refers to those of employees of the FBI or other US government agencies who are using postal services to deliver messages.

You have requested an official service from FBI and they are delivering you an official record.
Besides the Canadian authorities need to see the document as it is and I believe so do you :D

Do not worry, there will be no penalty levied on you at all!
And send it over asap!
