My husband do not have status in NYC so when he went to do the electronic one the told him he can't so we submitted the card one can you tell me if he can do a electronic one and where he can go I try everything we have 120 days to submit it please help me thank you

I am not aware that there is any kind of status requirement, but I don't know for sure. I don't remember any questions about that on the online form. Here is a link to the FBI site for the certificate. It has a link to where you can apply electronically. You could start filling out the form and see if it lets you do it. It's worth a shot to speed up the process by many months.
