FBI Background Check- Where to Send?

Hello! I am helping my boyfriend apply for an IEC Visa.

We got a request from CIC to do a FBI Background check:

IEC program officials are satisfied that you have initiated the FBI background check process. Please submit your documentation once it is available and complete. Immigration officials will be unable to finalize your IEC permit until the FBI background check has been reviewed. Should additional time be required to submit this document, please provide an explanation letter indicating this need through the MyCIC portal provided.

However when we scanned and uploaded his clearance letter, we got a re-request for the same thing. Thinking it's either a bad scan or they want a physical copy (since we read that somewhere). However, they have NO information on where to mail it. Can anyone help??

you can send them a letter with:

1. a better quality color scan (make sure that the fine details like watermarks are readable too -- and careful not to crop out any important detail),
2. in the same letter note that you already sent them the FBI clearance once (with details as time and date, if available),
3. and also ask if a physical copy is needed, and where to send

From my limited experience, it is uncommon for them to ask for physical copies if the application was online. And they will likely tell you explicitly if they need a physical copy.
