Father visa refused twice

Hello Everyone.
I need suggestions what to do next
My father got 2 refusals. First he applied in 2019 for visitor visa(from a consultant) and got rejected reason mention 179(B) not leaving Canada(no sponsorship no invitation) we don't have any information what he put in that application
. However now i send him invitation letter as i'm PR here and have good job. we attached his bank statement ,CA report pension proof and property as funds and mention he will be here for 3 months to enjoy summer with family and grandchildren and to celebrate my daughter's second birthday which is coming next month . and i do mention like i will provide him accommodation and grocery and other we mention 20K for stay in Canada.
But again he got rejection as follow reasons:
I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/ section-179.html).
I am refusing your application because you have not established that you will leave Canada, based on the following factors:
Your assets and financial situation are insufficient to support the stated purpose of travel for yourself (and any accompanying family member(s), if applicable). •
The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.

My question where i had made mistake?
Do i need to apply for reconsideration or wait and apply again after sometime ?

How much money did he show for a 3 month visit, not you? Your funds do not have to be considered. Given such a long visit, what are his ties to return. If you meet LICO and want such a long visit, consider a supervisa.

Do they consider supervisa after 2 visitor visa rejection and when can i apply?

Yes, you can surely get super visa, my mother-in-law got two visitor visa refusals in 2018 and 2019 and I applied for her super visa in June and got approval within 13 days including weekends.

$20k is enough for maybe a 2 week visit. He can reapply for supervisa right away. He will need insurance for a year & have to pass a medical.

I mentioned that she is coming here for family reunification and she is going to meet her grandson for the first time and we will be celebrating our birthdays together, so it will be kind of family reunification and we will be going to explore some tourist destinations and I asked for her 3 year visa and it all depends upon your situation so be honest with them , you will vet visa for sure. You don’t have to wait as there is no restriction unless you get a notice from IRCC to wait for a certain period. Just make sure to provide enough ties to India.
