Agreed with the above. Parents can certainly be rejected for non-communicable diseases (and if one parent is rejected both will be automatically). However I'm not sure how Diabetes is viewed by CIC. OP should submit doctors or other notes that show he is not taking medication and has the condition under control with no medical costs.
