Hi everyone, I did some research into the fastest way to get an ECA, and I found out that Toronto Uni has a 5 day rush service, for "only" +$499 extra, plus the usual fees of $200 plus courier etc. A-nice-to-know for you cash-rich migrants. I settled for IQAS in Edmonton, they do a 15 day service for $200. Hope this helps, and that points come down to 425 soon.
 
You can only use ECA as approved by CIC. University of Toronto isn't one of them. Sadly there are no shortcuts and you have to be patient and wait.

It is approved. Or it was when i did mine - it just wasn't the cheapest option.
