Hi,
I would like my mother to visit Canada for my graduation in June. She currently lives in Srilanka and I am a PR holder. She’s had a Canadian visitor visa issued before but it expired in September 2022.

When I checked the processing times for the various options, I found:
1. Supervisa from srilanka (230 days)
2. Visit visa from srilanka (215 days)
3. Visit visa from Canada (29 days)

Given this, it seems like applying for a visit visa from within Canada is the only option to get her in time for my graduation.

1) My question is whether this is possible ? Could I mail her passport from srilanka to Canada to get the visa stamped? She already has biometrics valid till 2024.

2) I have also heard from friends that supervisa is faster (she’s eligible and can prove ties to srilanka). Is that true even if online processing time says considerably longer?

1) It's not possible to apply from Canada since she is not in Canada. So #3 is not an option.
2) I don't know. Hopefully someone else will comment and confirm.

I also have another issue. My dad and mother used to live in Dubai and they applied for a visitor visa in November from there. My dad passed away 2 weeks ago so my mother had to come back to Srilanka.

Is it fine to ignore the visa application in Dubai and apply for another one from Srilanka?

I’m sorry for you loss. Your mother has to advise IRCC that your father has passed and withdraw his visitor application but keep hers. She should also update her address if she is now living in Sri Lanka. If she has already applied I’m not sure why you would reapply. Posted processing times are often wrong. Are you a PR or citizen?

Im considering reapplying for my mother since she no longer has any residency in Dubai. She was under dad’s sponsorship all this time. I figured it’d be easier if I apply from SriLanka.

and yes, I am a PR card holder.

Also, it was my dad who applied for my mom and I don’t think he was aware of CAN+ when he applied so not sure what kind of documents he provided for the case.

I also remember him applying for a visa for himself in April which he never heard back from to this day. I don’t want to risk my mom’s visa getting delayed and not being able to make it to the graduation.

If you want to reapply mAl e sure to withdraw the other application. Would suggest applying as soon as possible. If you meet LICO would also consider a supervisa because your mother is a widow and Sri Lanka‘s economy means there could be more concern about her returning home. If she has previous travel to the US that will help.

I meet LICO but is a super visa faster to get than a visit visa? She hasn’t traveled to the US but she’s been to Canada multiple times. I have certain things that I can use to prove her ties to Srilanka (property, bank account, wedding preparations, etc)

If I’m applying only for a super visa, do I need to withdraw the visit visa application as well?

If she has been to Canada before and has enough savings to show that she can fund her own visit I would stick with the TRV. Both the TRV and supervisa often have similar processing times. You should update the current application via webform to remove your father from the application, indicate that he has passed and update her new address.

hmm okay I’ll have to figure out dad’s security answers he used for the gckey login. Are you sure I’m able to continue to use Dubai visa processing center when my mom’s in Srilanka? Will changing the address through the web form update it to use the srilanka visa processing center?

You would ask to change processing by indicating she is no longer living in Dubai because your father passed away and updating her address to the Sri Lankan one. You also need to withdraw your father from the application and your mother can become the primary applicant. You can include that you would like for the TRV to be processed in Sri Lanka and not in UAE anymore if you want to highlight this fact again. People change locations it isn’t a problem. Processing may still happen in UAE but stamping would be done Sri Lanka. Processing is often done in locations other than your home country since IRCC doesn’t have offices in every country. They outsource the administrative part to VFS.
