So did you point out to the immigration officer that you were given credit for 2 years work experience which happened before you graduated even though engineering is a regulated profession in Canada?

If it was the same visa officer that didn't realize it is regulated, they may have repeated their own mistake. If it was a different one, they may have trusted the judgement of the first one. If you are so sure, point it out to immigration and see if they still give you credit.

Especially where it says:
A bachelor's degree in electrical or electronics engineering or in an appropriate related engineering discipline is required.

if you don't require licence/registration to practice your profession in your home country, then it might be possible to claim points for part time work exp which is gained before completion of graduation.

As long as u r getting enough points overall it doesn't matter
 
for NOC 3131, cap is reached. this means that now I can't send the application to CIC.

does anybody has idea in 2012 when the I can send my application ?

The caps reset to zero on July 1st every year.

what i am not sure about is, The Count of the CAP increase with each applicaiton package CIO recieves NOC wise or it increase after they open and encash the fee and issue AOR.

I am having great confusion over it.

Guys please give ur comments.

If you were applying under 1122, I would say don't wait until July 1st but have your application ready and waiting by a courier to be delivered to immigration on July 1st on the dot because if you wait, you wouldn't have a chance to make the cap but for 3131, as long as you are ready to send it by July 1st, you look at the website if anything has changed and when it hasn't, send it right away by Fed Ex and you should be fine.
