Please help if anyone experienced same situation.
I helped my friend here in Canada sponsor her niece who is working in Abu Dhabi. Everything went well and now cic is asking her to submit her passport within 30 days starting today march 31 for issuance of pr confirmation documents. Her problem is she is working as convenience sales attendant and contract ends on feb 2017 and employer has her passport too. Any suggestion on what to do please, she is from Philippines.

Thank you, suggestions will be greatly appreciated.

She has to get her passport back. That sounds like modern slavery. Is there an embassy there where she can get a new passport made up?

If it is a condition for her employment I guess she has to quit and get her passport back.

This is a common practice in Middle Eastern countries. The employer keeps the passport of the employee to exploit them and the employee is stuck with the employer for years. Most of the contracts do not have any such condition and the employers just use the innocence of the foreign employees in a new country.
One of my known person was in a similar situation in Dubai. His employer had his passport and he wanted to go back to his home country. He had a known local policeman who helped him get his passport back. It was not easy though.
Your friend's niece can try contacting the local police and see if they can help. Also, like Aquakitty mentioned, see if the embassy there can help.
