To get a tourist visa, you have to prove that you will leave Canada before your visa expires. Therefore you have to have proof of ties to your country, such as a job with a letter from your boss giving you time off; money in the bank; investments; a house, mortgage or lease; a child left behind; anything that will show you have a reason to go back. Applying for a TRV (a tourist visa) once to visit your husband should not affect your PR application. The visa officer will note it, though, so be sure to say you applied for it to visit your husband.
I would say just start getting your PR application ready, and forget about the TRV.
